The Countering the Financing of Terrorism Expert will contribute to a project focused on strengthening the implementation of Financial Action Task Force (FATF) Recommendation 8 in Turkmenistan and Uzbekistan. The assignment will support efforts to protect non-profit organisations (NPOs) from potential abuse for terrorist financing while ensuring that regulatory and supervisory measures remain targeted, proportionate and risk-based. The successful candidate will provide technical research, policy analysis, risk assessment expertise and capacity-building support to relevant national authorities. The role involves working with government counterparts, regional organisations and United Nations partners to strengthen legal frameworks, improve institutional coordination and develop practical recommendations. This remote UN Volunteer assignment may appeal to senior professionals with extensive expertise in financial integrity, financial regulation, counter-terrorism financing and international policy frameworks. About the United Nations Office of Counter-Terrorism Established by the United Nations General Assembly in June 2017, UNOCT provides leadership and coordination across the United Nations system on counter-terrorism matters. Its mandate includes supporting Member States, strengthening international cooperation, mobilising resources and ensuring that counter-terrorism efforts are aligned with the United Nations Global Counter-Terrorism Strategy. Through its Global Coordinated Programme on Detecting, Preventing and Countering the Financing of Terrorism, UNOCT helps countries strengthen their legal, regulatory, institutional and operational capacities to address terrorist financing risks. This assignment forms part of those efforts, with particular attention to the implementation of revised FATF Recommendation 8 and the protection of the non-profit sector. Key Responsibilities The selected expert will provide substantive technical and analytical support across several workstreams. 1. Terrorist Financing Risk Assessment The expert will contribute to assessing terrorist financing risks affecting the NPO sector. This will include developing and applying risk assessment methodologies, analysing qualitative and quantitative information, identifying vulnerabilities and preparing evidence-based recommendations. The analysis will help national authorities understand different levels of risk and determine appropriate mitigation measures. 2. Legal and Regulatory Analysis The role will involve reviewing existing laws, regulations and institutional arrangements relevant to FATF Recommendation 8 in Turkmenistan and Uzbekistan. The expert will identify gaps, assess existing measures against international standards and recommend practical improvements to support proportionate and risk-based supervision. 3. Technical Research and Guidance Development The successful candidate will prepare technical reports, background papers, policy briefs, comparative analyses, presentations and other analytical materials. The expert will also contribute to practical guidance for national authorities on identifying NPO-related risks, applying appropriate supervisory measures and periodically reviewing the effectiveness of existing safeguards. 4. Capacity Building and Stakeholder Engagement The assignment includes supporting consultations, technical workshops and training activities for government officials and other relevant stakeholders. Responsibilities will include developing training materials, preparing case studies, delivering or co-facilitating technical sessions and engaging with representatives of the non-profit sector. The expert will also coordinate with the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG) Secretariat, the United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) and relevant national counterparts. Eligibility Requirements Applicants must demonstrate substantial professional expertise in anti-money laundering and countering the financing of terrorism (AML/CFT). The essential requirements include: A master’s degree in law, economics, finance, international relations, security studies, public policy, criminal justice or another directly relevant discipline. At least seven years of progressively responsible professional experience in AML/CFT, with substantial experience in counter-terrorism financing, FATF standards or related regulatory frameworks. Demonstrated knowledge of FATF Recommendation 8 and proportionate, risk-based approaches to protecting NPOs from terrorist financing abuse. Experience conducting or contributing to sectoral risk assessments, including risk methodology development and vulnerability analysis. Proven expertise in legal, regulatory, policy or institutional analysis in the AML/CFT field. Experience providing technical assistance to government authorities, financial intelligence units, regulators, law enforcement bodies or other competent national institutions. Experience designing and delivering specialist training, workshops and technical consultations. Strong research, drafting, editing and reporting skills. The ability to work independently and manage multiple technical assignments within agreed deadlines. Proficiency in Microsoft Office and virtual collaboration tools. English and Russian fluency are mandatory. Candidates must possess excellent English drafting skills and be able to conduct substantive professional discussions in Russian. UN Volunteer Allowances and Benefits Although this assignment provides a monthly living allowance rather than a conventional salary, it includes several financial and welfare entitlements. Monthly living allowance: USD 1,200 global average for the remote arrangement, adjusted according to the selected candidate’s country of residence. Entry lump sum: USD 200, payable once. Medical and life insurance: Cigna private insurance. Annual leave: 2.5 days accrued per calendar month. Sick leave: Certified and uncertified sick leave in accordance with UN Volunteer Conditions of Service. The monthly allowance is intended to help volunteers maintain a secure standard of living.
