UNFPA International Consultant for National Statistical System Coordination in Rwanda The United Nations Population Fund (UNFPA), in collaboration with the National Institute of Statistics of Rwanda, is seeking a highly qualified International Consultant to support the coordination of Rwanda’s National Statistical System (NSS). This opportunity, based in Kigali, offers professionals a chance to contribute to strengthening national data systems that inform policy, planning, and development outcomes. Strengthening Rwanda’s National Statistical System The Government of Rwanda has made significant progress in developing its statistical ecosystem. However, gaps remain in coordination, stakeholder engagement, and alignment of statistical activities across institutions. The NSS plays a critical role in producing high-quality, timely, and relevant official statistics used for evidence-based decision-making. To enhance its effectiveness, this consultancy focuses on identifying coordination challenges and designing innovative, practical strategies that improve collaboration among stakeholders. Working under the technical guidance of NISR, the consultant will engage with ministries, departments, agencies, and other data producers to strengthen system-wide efficiency and coherence. Through its 2022–2025 strategic plan, the organization prioritizes: Ending preventable maternal deaths Addressing unmet needs for family planning Eliminating gender-based violence and harmful practices This consultancy contributes to these global priorities by improving the availability and use of reliable data, which is essential for tracking progress toward the Sustainable Development Goals (SDGs) and advancing national development agendas. Key Responsibilities of the Consultant The consultant will lead efforts across three core areas: 1. Coordination of the National Statistical System The role involves conducting a comprehensive assessment of existing coordination mechanisms within the NSS. This includes evaluating governance structures, institutional roles, communication channels, and data-sharing practices. Key deliverables include: Identifying gaps, overlaps, and inefficiencies within the system Supporting the development and alignment of Sector Strategic Plans for Statistics (SSPs) with the National Strategy for the Development of Statistics (NSDS) Designing innovative coordination approaches such as digital platforms, technical working groups, and joint planning frameworks Promoting harmonization of statistical standards, methodologies, and reporting practices Monitoring implementation of coordination improvements and strengthening data governance awareness 2. Promoting Data Use and User Engagement A major component of the assignment is enhancing how official statistics are accessed and used by different stakeholders. The consultant will: Assess current user engagement practices and identify gaps Develop strategies to promote wider use of official statistics Introduce innovative dissemination tools such as data storytelling, dashboards, and visualizations Facilitate engagement through workshops, forums, and dialogues targeting policymakers, media, academia, and civil society Develop communication materials that improve statistical literacy and support evidence-based decision-making 3. Capacity Building Across the NSS To ensure long-term sustainability, the consultant will address capacity gaps within statistical institutions. Responsibilities include: Designing and delivering tailored training programs, mentoring, and technical support Developing toolkits and guidelines to strengthen institutional capabilities Encouraging knowledge-sharing and peer learning across sectors Aligning capacity-building efforts with international statistical standards and national priorities Qualifications and Experience Required This role targets experienced professionals in official statistics and development policy. Education: Master’s degree in Development Studies, Public Policy, Economics, or a related field A PhD with a focus on large-scale data analysis and policy research is an added advantage Experience: At least seven years of experience within a National Statistical Office or similar institution Proven expertise in coordinating national statistical systems Experience working with international organizations or development partners is desirable Languages: Fluency in English is required Working knowledge of French is an advantage Knowledge of Kinyarwanda is considered a plus Competencies and Values UNFPA seeks candidates who demonstrate strong ethical standards and professional excellence.
