Credence is recruiting an APS Program Analyst to support the U.S. Department of State’s humanitarian assistance and foreign assistance programmes. The position is part of the Humanitarian Assistance Support Contract (HASC) and supports the Bureau of Global Health Security and Diplomacy (GHSD) in administering its Annual Program Statement (APS) processes. The role is based in Washington, DC, with a hybrid/remote working arrangement and regular availability during Department of State business hours. The position offers an annual salary of US$102,000–US$158,000, depending on the selected candidate’s experience, education, certifications, skills, and qualifications. About the Position The APS Program Analyst will provide administrative, analytical, coordination, and records-management support across multiple concurrent foreign assistance processes. The role is responsible for maintaining accurate programme records and ensuring that APS activities progress efficiently and in accordance with applicable U.S. government requirements. The successful candidate will work with the APS Manager, Merit Review Panels, Grants Officers, Grants Officer Representatives, technical offices, U.S. embassies and posts, and other authorized stakeholders. Key Responsibilities The Program Analyst will maintain the APS Master Tracker, planning calendars, selection logs, and other operational records. Responsibilities will include coordinating deadlines, monitoring dependencies, following up on overdue actions, maintaining templates, and preparing status reports and process dashboards. The role will also support the intake and technical eligibility review of applications submitted through systems such as Grants.gov and MyGrants. This includes assigning tracking numbers, recording submission information, conducting approved administrative checks, compiling eligibility results, preparing correspondence, and maintaining auditable application records. During merit review processes, the analyst will establish controlled workspaces, prepare reviewer rosters and scoring materials, track review completion, support consensus meetings, and maintain selection documentation. Additional responsibilities include supporting Consultative Program Design (CPD) activities, directed Notices of Funding Opportunity (NOFOs), full application reviews, award recommendation processes, and the orderly transfer and archiving of final award documentation. Qualifications and Requirements Applicants should have a Bachelor’s degree in public administration, international affairs, public health, business administration, data management, or a related field, or equivalent relevant professional experience. Candidates must have at least five years of progressively responsible experience supporting U.S. government foreign assistance, grants, cooperative agreements, contracts, or related programmes. Applicants should demonstrate experience managing high-volume, deadline-driven workflows involving multiple concurrent workstreams and stakeholders. Strong proficiency in Microsoft Excel is required, including formulas, linked workbooks, data validation, filters, pivot tables, and quality control of large datasets. Advanced proficiency in Microsoft Word, Outlook, Teams, and SharePoint is also required. Candidates should understand federal assistance processes, including eligibility screening, merit review, selection documentation, and the solicitation-to-award lifecycle. Language and Clearance Requirements French language fluency is required, while Spanish fluency is listed as a preferred qualification. The successful candidate must be a U.S. citizen and must be able to obtain and maintain a Secret Clearance. Experience supporting the U.S. Department of State or other U.S. government foreign assistance programmes is preferred. Familiarity with the Federal Assistance Directive, 2 CFR 200, Grants.gov, MyGrants, and federal records-management requirements would also be advantageous. Salary and Benefits The advertised salary range is US$102,000 to US$158,000 per year.
