The Organization for Security and Co-operation in Europe (OSCE) is offering an opportunity for an Associate Communications Officer position based at its Secretariat in Vienna. This role is open under a secondment arrangement and remains subject to the approval of the 2026 Unified Budget. Within this structure, the Office of the Secretary General ensures alignment in policy, communication, and organizational priorities. Role Purpose and Key Functions The Associate Communications Officer contributes to strengthening the organization’s visibility, messaging, and public engagement. The role focuses primarily on digital communication while supporting broader media and outreach efforts. Working under the supervision of the Chief of Digital Strategy and Communications, the incumbent collaborates closely with communication teams, programme units, and technical staff to deliver cohesive messaging across platforms. Key responsibilities include: Managing and updating the OSCE public website using a content management system Coordinating with web developers to ensure functionality and user experience Supporting internal contributors with guidance, troubleshooting, and training Ensuring adherence to editorial standards and communication policies Developing and distributing multimedia content, including written articles and visuals Supporting communication efforts for events, conferences, and institutional initiatives Collaborating with field operations and institutions to maintain consistent messaging Assisting with additional communication duties as required This role demands adaptability, creativity, and the ability to manage multiple communication streams effectively. Eligibility and Secondment Conditions The position is open exclusively to candidates nominated by OSCE participating States. As a secondment role, all associated costs, including salary and benefits, must be covered by the candidate’s national authority. It is important to note that seconded staff members are not eligible for additional allowances such as board and lodging provided by the OSCE. Minimum qualifications include: A second-level university degree in communications, journalism, political science, international relations, or a related field Alternatively, a first-level degree combined with additional relevant professional experience Professional experience requirements: At least two years of relevant experience (or four years with a first-level degree) Proven experience in digital communications, including social media and website management Strong writing, editing, and content production skills Experience in international organizations, NGOs, or journalism is highly desirable Additional competencies: Familiarity with content management systems such as Drupal Excellent command of English, both written and spoken Knowledge of another OSCE official language is considered an asset Strong analytical thinking and political awareness Demonstrated commitment to gender sensitivity and inclusivity Ability to work effectively in diverse, multicultural teams Proficiency in standard computer applications, including Microsoft tools Application Process and Important Dates Interested candidates must apply through the official OSCE application system or via their national delegation, depending on their country’s procedures.
