The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) has announced the recruitment of four international junior consultants (P1 level equivalent) to support its large-scale Digital Archive and AI-enabled document processing programme. The roles focus on data cleaning, validation, and quality assurance as part of an ambitious initiative to digitize and structure millions of historical refugee registration records. Applications are open until 10 June 2026, with the positions based in Luxembourg and offering a 12-month contract with possible extension. A Major Digital Transformation of Historical Refugee Records The initiative is part of a broader effort by UNRWA to modernize and preserve decades of institutional records documenting the experiences of Palestine refugees. Since its establishment in 1950, UNRWA has maintained extensive archives that include registration files, administrative records, and historical documentation spanning generations. These records capture key life events, population movements, and interactions with the agency from the period of the 1948 Nakba to the present day. The current programme aims to digitize and process nearly 30 million historical documents, transitioning them into structured digital systems supported by AI and cloud technologies. Role Overview: Data Cleaning and Quality Assurance Consultants The four selected consultants will support the Relief and Social Services Department in ensuring that digitized data is accurate, consistent, and ready for integration into UNRWA’s modern systems. Working within a Microsoft-based infrastructure that includes Azure AI Services, Azure SQL, and the Power Platform, the consultants will play a critical role in preparing datasets for large-scale processing and analysis. Their core responsibilities include reviewing raw datasets, identifying errors or inconsistencies, standardizing data formats, and ensuring compatibility across systems. Key Responsibilities The role focuses heavily on data quality assurance and standardization across multiple datasets and formats, including Excel, CSV, and geospatial files. Consultants will be responsible for identifying duplicates, correcting missing or inconsistent values, and applying standardized naming conventions across locations, projects, and classification systems. They will also collaborate closely with internal teams to ensure that datasets are properly structured for integration into digital platforms. In addition, they will conduct final quality assurance checks on processed data layers and document all data cleaning procedures to ensure transparency and reproducibility. Required Qualifications and Skills Candidates are expected to hold an advanced university degree in fields such as social sciences, statistics, information management, public administration, international development, or humanitarian affairs. While prior professional experience is not strictly required for applicants with a master’s degree, a background in data management, administrative support, or quality assurance is considered highly desirable. Familiarity with Microsoft Excel and standard office tools is required, alongside strong attention to detail and analytical skills. Experience working with datasets, verification systems, or humanitarian data environments is an advantage. Contract Details and Compensation The positions are classified at the P1 consultant level, with a monthly remuneration of approximately USD 4,791. The contract duration is 12 months, with the possibility of extension depending on performance and budget availability. The roles are based in Luxembourg and require fluency in English. Candidates with experience in data quality processes, civil registration systems, or humanitarian programming are considered particularly well suited. Supporting a Large-Scale Humanitarian Data Transformation This recruitment forms part of a broader digital transformation effort by UNRWA to modernize its archival systems and improve the accessibility and reliability of historical records. By combining AI-enabled document processing with rigorous human-led data cleaning and verification, the initiative aims to strengthen institutional memory while improving the quality and usability of decades of refugee data.
